We could, of course, declare the first effort at self-governance to have failed, send in more troops and really OCCUPY the place, dictate a constitution of our choice, and then follow the Germany/Japan model of democracy-building.
Admit a failure of course? Right.
No saving the souffle once it's fallen.
Now there is an elected Iraqi gov't, such as it is. Dissolving it would be more steps back than they've gone forward. Tho that's not much.

Sure,
I think it's among the shards there somewhere.
LOL! That was written in mid-2006. I think the reoccupation option has expired now. The belated surge was the last gasp of this choice.
